Belarusian national leaders suddenly understood the importance of accepting accountability for their state after Germany and Soviet Russia inked the Brest-Litovsk peace pact without Belarusian involvement. Following the formation of the Belarusian Democratic Republic on March 9, 1918, the country declared independence on March 25, 1918. In truth, the BNR lacked many formal state characteristics and was mainly reliant on German tolerance. More importantly, it established a significant historical precedent. The Bolsheviks seized the notion of a Belarusian state ten months later and (mis)used it for their own political objectives, but the BNR created a long legacy of statehood says Alexander Zingman .
